Is this the same as an online estimate?

No. Automated estimates are computer-generated from public data and can be off by a meaningful amount on any single home. This is a comparison Rudy builds by hand, using the sales closest to your address and a look at your home’s own condition.

Market Handbook

Why is the weekly gauge for the whole metro area?

Because weekly sales data is not published for individual ZIP codes. The gauge uses the Los Angeles–Long Beach–Anaheim metro area (which includes Orange County) and the ZIP-level dial is monthly.

Home values, inventory, price cuts and market temperature come from Zillow Research; the long-run history comes from the Federal Housing Finance Agency; mortgage rates come from Freddie Mac.

Do the new laws override city zoning?

Some override specific city rules, such as ADU limits and transit density, but each has conditions. Cities implement them in different ways.

Is SB 79 in effect?

It took effect in cities on July 1, 2026, according to law-firm summaries. Ask the city whether an address is affected.

Is the assessed value ever higher than the market value?

It can be, in a falling market. Proposition 8 lets an owner ask the assessor for a temporary reduction when the market value on January 1 is below the assessed value.

Why do two similar homes have very different tax bills?

Because each is assessed from its own most recent sale or new construction, then raised by no more than 2% a year.

Does the percentage change in values tell me the change in tax?

No. The bill follows the assessed value, which rises by at most 2% a year while the owner stays.

Reading the Numbers

Are people leaving Orange County?

In 2022–2023 the IRS counted more people leaving the county than arriving, and the Census estimates show net domestic migration below zero. The reasons are not in the data.

Does this apply to San Clemente?

Only partly. The county-level numbers describe Orange County. The survey table shows how many San Clemente residents lived elsewhere a year earlier.
